FBR launches Automated Scanning Cargo System at Port

The Pakistan Customs Wing of the Federal Board of Revenue has implemented a new automated method; in the WeBOC system for scanning containerized import consignments of industrial raw materials in order to expedite their clearance at Karachi and Bin Qasim Port. Customs’ launch of the Non-Intrusive Inspection System; which was a long-awaited project aimed; at replacing physical cargo inspection and cutting port dwell time in half. In addition to the terminal operators’ scanners; the Karachi Port and Port Qasim have Customs scanning facilities installed with the help of the Japanese government under the JICA program.

The Blue channel will be a part of the Risk Management System (RMS); which will allow Customs to choose containerized goods consignments based on RMS by employing a computer program that targets the suspected shipments. The system shall operate; without human intervention which is designed to be based; on the risk profiling and risk parameters.
The initiative aims to eliminate physical inspection of products; which is both time-consuming and expensive; as well as causing port congestion. Industrial raw materials at Karachi port’s KICT and SAPT terminals was the main initiative to start this plan; as well as at QICT, Port Qasim, with effect from April 19, 2021; and a significant reduction in clearance time has been seen.

Advantage of the Automated System in Karachi Port

The program intends to remove physical product screening; which is both time-consuming and costly; as well as a source of port congestion. With effect from April 19, 2021; the idea was initially implemented for industrial raw materials; in Karachi port’s KICT and SAPT terminals; as well as at QICT; Port Qasim; Furthermore, a large amount of time was reduced; as the fact using the Automated System help safe time and perform more function in less time

This introduction will help to facilitate commerce by cutting clearing time; lowering costs, and reducing port congestion; all of which will have a favourable influence on overall cargo dwell time. The scheme will go a long way toward modernizing Pakistan’s customs operations.
