IHC Rules Hafeez-ur-Rehman’s PTA Appointment Unlawful, Orders Immediate Removal

ISLAMABAD – Justice Babar Sattar of the Islamabad High Court (IHC) announced a detailed 99-page verdict on Tuesday, declaring Major General (R) Hafeez-ur-Rehman’s appointment as Member (Administration) and later as Chairman of the Pakistan Telecommunication Authority (PTA) unconstitutional and unlawful.

The court described the process as “mala fide” and driven by legal malice, noting that the creation of the Member (Administration) post and its tailored qualifications were specifically designed to accommodate Hafeez-ur-Rehman.

The IHC ordered Hafeez-ur-Rehman to immediately vacate his position and refrain from holding any office within the PTA.

In the interim, the court directed that the senior-most serving member of the PTA should assume the role of chairman until the federal government appoints a new chairman through a lawful and transparent process.

The post of Member (Administration) was created in 2023 following amendments to PTA rules, which increased the number of members from three to four.
