Punjab Land Records New Fees & Digital Services Announced

Punjab Land Records Authority Unveils New Service Fees, Enhances Digital Access

In a move aimed at boosting efficiency, transparency, and financial sustainability, the Punjab Land Records Authority (PLRA) has officially announced a revised service fee structure for land-related transactions across the province.

The updated rates apply to a range of services, including expedited land record access, property registrations, and certified document verifications. According to the notification issued on July 14, 2025, the new fees are as follows:

Urgent Issuance of Land Records (Fard, Mutation, Girdawari): PKR 3,500

Standard Access via HSMS: PKR 800

Registered Deed Copy: PKR 1,300

Certified Copy Verification: PKR 900 (individuals), PKR 600 (banks/agencies)

Alteration Services: PKR 9,700

Mutation via Bank/Third-Party Services: PKR 1,100

E-Registration Commission Appointment: PKR 6,100

Property Transfers (Cooperative/Development Authorities): PKR 2,500

Approved Housing Societies (One-Time Registration): PKR 5,000 per property

HSMS Transactions: PKR 3,000

E-Registration for Sale/Purchase: 0.1% of property value, minimum PKR 3,300

Other E-Registration Transactions: PKR 3,300

It is important to note that these charges exclude government-imposed official fees and have been sanctioned by the Director General and the Secretary Board of the PLRA.

Additionally, the board has approved a 10% salary increment for PLRA employees and introduced new digital procedures to better serve overseas Pakistanis, including the collection of fees in USD.

The PLRA continues to digitize and modernize its services through platforms like the HSMS (Human Settlement Management System) and the e-registration portal, streamlining access to land records and simplifying the property transaction process.
