Saudi Arabia Enforces New Fine Dining Rules: Drive-Thrus Banned, Valet Service Mandatory
RIYADH – The Saudi Ministry of Municipal and Rural Affairs and Housing has introduced a sweeping set of regulations aimed at transforming the fine dining experience in the Kingdom, banning drive-thru options and enforcing high-end service standards.
According to the new guidelines, upscale restaurants must now provide a complete in-house dining experience. This includes personalized guest welcomes at the entrance, valet parking services, and the elimination of visible cashier counters. Drive-thru operations have been explicitly prohibited.
Restaurants are also required to digitize operations by implementing online reservation systems and setting up formal customer complaint mechanisms. Open beverage preparation stations must be included in the layout to enhance transparency.
Menus must now feature at least three main categories—appetizers, main courses, and desserts—with a minimum of five dishes in total. Guests must adhere to a dress code to maintain the restaurant’s upscale environment.
Other mandatory requirements include:
Employing a certified food health and safety expert
Providing coat hangers and bag holders
Allocating a discreet space for food delivery pickups to avoid disrupting diners
In a move to ensure exclusivity, fine dining chains will be limited to a single branch per city. Additionally, all establishments must register their trademarks with Saudi authorities to safeguard brand identity and boost global recognition.
The ministry stated that these measures align with Saudi Arabia’s Vision 2030, which seeks to improve lifestyle standards, elevate the tourism sector, and establish the Kingdom as a world-class culinary destination.
