Saudi Arabia Imposes Heavy Fines on Smoking and Hygiene Violations in Food Outlets

RIYADH – Saudi Arabia’s Ministry of Municipalities and Housing has rolled out strict new penalties to improve hygiene and consumer safety in food outlets across the Kingdom.

Under the updated rules, fines will range from SR500 to SR5,000 depending on the violation. The harshest penalty—SR5,000—will be applied to anyone caught smoking in unauthorized areas within food establishments.

The ministry emphasized that the regulations are designed to curb unhygienic practices, misleading sales tactics, and food safety breaches, all to safeguard public health.

Food workers found without face masks or failing to properly cover their heads in preparation areas will face fines of SR1,000 each. Meanwhile, delivery workers who do not wear their official uniforms will be penalized SR500.

Other violations include serving frozen juices as “freshly prepared,” which carries an SR1,000 fine, and unsanitary behaviors such as spitting or touching one’s face while handling food, punishable by up to SR2,000.

Officials stressed that these measures are part of a broader campaign to protect consumers, build trust, and ensure greater transparency in the food supply chain. Food outlets and delivery services have been urged to comply fully to avoid penalties.
