Sindh to Link Vehicle Number Plates with Owners’ CNICs

KARACHI – The Sindh cabinet has approved a new vehicle registration system that will link number plates to the owner’s Computerised National Identity Card (CNIC) instead of the vehicle chassis, in a bid to modernise the province’s transport framework.

The decision was made during a cabinet meeting chaired by Chief Minister Syed Murad Ali Shah at the CM House, aligning Sindh’s system with international standards and reforms recently adopted in the federal capital.

Under the new owner-centric model, number plates will remain with the owner, allowing them to retain, reuse, or surrender their plates after selling a vehicle. The Vehicle Identification Number (VIN), based on the chassis number, will serve as the permanent identifier for each vehicle.

Officials said the initiative will improve real-time traceability, enhance law enforcement, and assist in tax-related asset tracking. The system will be fully integrated with NADRA’s national database to ensure standardisation across provinces.

“Upon the sale of a vehicle, the plate will be detached from the chassis and can be reassigned by the original owner or surrendered for reissuance or auction,” an official explained.

The cabinet also approved legal amendments required to operationalise the system. However, the Chief Minister directed the Excise Department to first develop and test the model before presenting a final draft law for enactment.

Authorities and transport experts are calling the move a significant step toward digitising vehicle ownership in Sindh and reducing vehicle-related fraud.
