Saudi Arabia’s Premium Residency Sees Surge in Applications as Global Interest Grows

RIYADH – Saudi Arabia’s Premium Residency programme is gaining significant global traction, with over 40,000 applications received between January 2024 and July 2025, according to the Saudi Gazette. The rise in applications reflects growing international interest in living, investing, and working in the Kingdom.

The Premium Residency system is a major part of Saudi Arabia’s Vision 2030 — a national strategy aimed at diversifying the economy and transforming the Kingdom into a global centre for innovation and business.

In 2024 alone, authorities issued 8,074 Premium Residency permits, most of which fell under the “exceptional competence” category with 5,578 approvals, followed by 348 permits granted in the “talent” category. Other permits were issued to investors, entrepreneurs, real estate owners, and those opting for limited or permanent residency.

Earlier this year, the programme was expanded from two to seven categories, broadening access to professionals and investors from around the world. The new categories include:

Exceptional competence

Talent

Investor

Entrepreneur

Real estate ownership

Limited-duration residency

Unlimited-duration residency

Holders of Premium Residency enjoy a range of exclusive benefits, such as:

Ownership of property, including usufruct rights in Mecca and Medina for up to 99 years

Visa-free travel in and out of the country

Exemption from expatriate fees

Access to fast-track lanes at airports

Residency rights for family members

The sharp rise in applications signals Saudi Arabia’s growing global appeal and highlights the country’s success in creating a more open, investor-friendly environment. The Premium Residency scheme remains a cornerstone of the Kingdom’s efforts to boost competitiveness, attract international talent, and strengthen its position as a key destination for global business and skilled professionals.
